French Somaliland remained outside the union, eventually becoming the independent Republic of Djibouti in 1977 and permanently removing a strategically vital port and a portion of the Somali nation from the Somali state. The Ogaden and the Northern Frontier District stayed under Ethiopian and Kenyan control, fueling irredentist claims that would embroil Somalia in costly wars.
The political problems that followed independence flowed directly from these colonial legacies. The hurried union of north and south produced an unbalanced state in which southern politicians and Italian-trained bureaucrats dominated institutions, breeding northern resentment that later erupted in the formation of the Somali National Movement and the de facto secession of Somaliland in 1991. The failure to incorporate all Somali-inhabited territories left successive governments obsessed with irredentism, culminating in the disastrous Ogaden War of 1977–78. That defeat discredited the military regime of Siad Barre, accelerated the clan-based opposition movements, and ultimately precipitated the complete collapse of the central state in 1991. The ensuing civil war, the rise of warlords, the temporary dominance of the Islamic Courts, the intervention of Ethiopian and later African Union forces, and the persistent threat of al-Shabaab all unfolded within borders and political cultures manufactured by colonial partition.
Even the clan dynamics that outsiders often present as timeless Somali features were reshaped by colonial rule. By freezing fluid alliances into fixed administrative categories and by distributing resources and appointments along clan lines, the colonial powers transformed kinship from a flexible social mechanism into a rigid political currency. Post-independence leaders continued the practice, turning the state into a prize to be captured by one clan coalition at the expense of others. When the state finally imploded, Somalis fell back upon the very clan structures that colonialism had politicized, producing the fragmented political landscape still visible today.
The strategic motives that first drew Europeans to the Somali coast ultimately mattered less than the manner in which they divided the land. What began as a geopolitical chess move ended as a profound social engineering project whose consequences outlasted the colonial flags by many decades. The three territories created under British, Italian, and French rule bequeathed incompatible institutions, truncated national aspirations, and politicized identities that independent Somalia never successfully reconciled. Until the historical roots of these divisions are acknowledged and addressed—through imaginative federal arrangements, genuine reconciliation across former colonial lines, and realistic acceptance of the region’s fragmented sovereignty—the political problems planted in the colonial era will continue to yield a bitter harvest. Colonialism did not invent Somali clans or pastoral mobility, but it weaponized them, mapped them onto alien borders, and thereby created the structural conditions for the prolonged crisis that has defined Somalia’s modern experience.
